Solution to Cipher

The encrypted text is that of the North Atlantic Treaty, but with each article Vigenere encrypted with a different keyphrase. The resulting text is then sorted alphabetically.

By identifying word lengths, the decryption can proceed fairly straightforwardly, and the cipher keys are all words from the NATO phonetic alphabet. Sorting the lines by article number and reading the letter for the corresponding Vigenere key gives the words ANSWER SCHOOLIE
