Each clue can be answered by a short word. There are two sets of clues, each containing two columns. The answers in the right column of each set each can be formed by adding one letter to an answer from the left column.

The answers from the left column are in alphabetical order. The answers from the right column are not initially in alphabetical order: sorting these alphabetically and then taking only the additional letter by which these differ from the left column answers gives a phrase.
